Scotland Run Golf Club Plans a Members-Only Clubhouse in Williamstown, New Jersey
Scotland Run Golf Club in Williamstown, New Jersey, has outlined plans for a members-only clubhouse beside the building that has anchored the property since 1999. The proposal arrives as the former public quarry course finishes its move to fully private play, with formal township review still ahead.
Scotland Run Golf Club is proposing a second clubhouse, this one reserved for members, to stand beside the building that has anchored the property since 1999. The club sits in Williamstown, part of Monroe Township in Gloucester County, in South Jersey, roughly 20 minutes from downtown Philadelphia. The proposal arrives as the former public-access quarry course finishes its move to fully private golf.
The plan came to light through the Township of Monroe, which said in an October 15 Facebook post that the mayor and township officials met last week with the ownership of Scotland Run and South State Company, where the proposed member clubhouse was shown. The township described it as a source of new tax ratables, potential jobs and revenue. 42 Freeway reports that the plans were presented as an early preview, with the announcement introducing them to the community “with additional details and formal reviews still to come.” The same announcement also covered a proposed 33,000-square-foot, three-story glass operations headquarters for South State, a South Jersey transportation contractor, that would overlook part of the course.
Township documents position the members-only clubhouse behind and to the left of the existing one. Mark Matthews of 42 Freeway writes that he recently noticed clearing or site preparation in that area. The renderings that accompany the announcement are by DAS Architects.
The division of roles between the two buildings looks clear. The new clubhouse would serve golf members, while the existing one would likely continue to welcome the public for its restaurant and its wedding and banquet business. That building is a 28,000-square-foot, two-story clubhouse. Downstairs is the Highlander Pub, a classically styled dark-wood bar and restaurant with several fireplaces and a patio overlooking the course, and upstairs is a 250-seat ballroom with wide balconies.

Amenity details for the new building remain unpublished. The club’s own membership page, however, lists a Members’ Only Clubhouse among its amenities, with a full-service locker room, a full-service bar and restaurant with a covered terrace, a fitness room, a sauna, a cigar room and two aboutGOLF simulators. The same page notes that four new lighted pickleball courts are under construction and set to open in 2027, and that Pickleball Membership is now accepting members.

The shift to private play has been in progress for some time. As 42 Freeway reported in October 2024, the course switched to members and guests only starting with the 2025 season, after 25 years of memberships combined with public tee times that gave members priority. Management said membership had grown to the point where it could not secure enough public rounds to meet revenue needs. For 2025 it accepted only 75 new members and expected rounds to fall about 30 percent, a reset similar to Tam O’Shanter in Brookville, another Northeast course that returned to members-only private play on Long Island. Scotland Run is owned and operated by Ottinger Golf Group, which also runs the private Atlantic City Country Club and Ballamor Golf Club in South Jersey. Golf memberships are currently full, and the club is accepting applications for waitlist consideration for the 2027 season, while Social Membership, with benefits and discounts at the Highlander Pub & Grill, remains open.

The golf itself is a large part of the draw. Stephen Kay designed the 18-hole course, which opened in 1999 in and around an old sand quarry, with quarry and links-style holes, expansive waste areas, cliffs and abandoned quarry equipment still part of the landscape. Few courses in the region offer that setting, and quarry courses tend to draw notice when their clubhouses change, as Quarry Oaks did with its own clubhouse work.
If the plan moves forward, Scotland Run would operate two clubhouses on one property, one open to the public and one reserved for members. Many details remain open, including the approval process, building details and schedules, all of which are still to come as the township begins its formal review.
