South State Inc. has presented Monroe Township with a preliminary design for a three-story office building of about 33,000 square feet overlooking the Scotland Run Golf Club course, The Daily Journal reported on Oct. 23. The club sits in Williamstown, a community in Monroe Township, Gloucester County, in South Jersey, roughly 20 minutes from downtown Philadelphia. The company is a heavy highway, paving and utility contractor based in Bridgeton, New Jersey.

The proposal remains a preliminary concept. It is an office building, not a clubhouse, and no site plan application has been filed. Mayor Gregory Wolfe told the newspaper there is no application because the talks were early and meant “to try to entice them to bring it to Monroe Township.” The Ottinger family owns both the construction company and the private club, Wolfe said. Chip Ottinger Jr. is South State’s president, and Scotland Run is part of Ottinger Golf Group.

On Oct. 15, Monroe Township posted on Facebook that the mayor and other officials had met earlier in the month with the owners about the project, 42 Freeway reported. The post included a rendering and a site map and described a three-story glass building that would serve South State “amongst other business tenants.” According to The Daily Journal, South State would occupy some of the space and lease part of it. The post said the company has agreed to move its operations to Monroe Township. South State has facilities around South Jersey, including an asphalt plant near where the building would go, The Daily Journal reported.

42 Freeway attributed the rendering of the proposed South State Inc. Operations Center to DAS Architects. Writer Mark Matthews read the township’s site imagery as placing the building on a currently wooded part of the property near the course, with a winged design whose rear views appear to face the course around holes 14, 15 and 16. He noted that the perspective makes the exact placement hard to judge. The outlet called the plans an early preview, with details and formal reviews still to come.

The Daily Journal reported that South State describes itself on its website as a full-service contractor, and 42 Freeway cited its work on the I-295 Direct Connection project in Bellmawr. Ottinger did not reply to The Daily Journal’s request for comment. Scotland Run is one of three Ottinger Golf Group clubs, alongside Atlantic City Country Club and Ballamor Golf Club. Its 18-hole Stephen Kay course opened in 1999 in and around a former sand quarry, and the club shifted to members-and-guests-only play with the 2025 season.

Wolfe also said the club has a members-only clubhouse under construction and that the township Zoning Board approved a 13,700-square-foot, two-story building and other amenities in November 2025, with the current clubhouse remaining open as a venue for public events. An earlier Best Clubhouse report described the members’ clubhouse as a proposal at an early-preview stage, based on the township’s Oct. 15 announcement, and the approval detail comes from the mayor. Scotland Run also came up in this week’s Building Committee letter. Wolfe said the two projects would add two ratables to the town and create more jobs in the community.
